  • Stage 3 – Decision to exploit opportunity
  • Stage 4 – Resource acquisition

According to Schumpeter (Schumpeter 1986), the existence of opportunity is driven by technological, political/legal, and socio-cultural changes. The decision to exploit an opportunity is also affected by the industrial, economic, political and socio-cultural situation.
